The EPC Network is made up of three main elements: an Object Naming Service (ONS), the EPC Information Services and the EPC Discovery Service. The awarding of the "root" for the EPC Network refers to the "root" ONS. That is, the authoritative directory of information sources that are available to describe products in the supply chain.
